摘要
黑龙江省大兴安岭林区1994年开始出现拖欠职工工资的现象,至目前累计拖欠额已达4.22亿元,涉及职工14.6万人,涉及面超过75%,已构成社会不稳定的潜在因素之一。拖欠成因:工资观念错位,企业产品滞销,无现金流入的销售,无经济效益的销售,再就业工程滞后等。主要对策:强化销售管理和资金管理,推进再就业工程,实施效益工资,辅之以配套的社会劳动保险措施。
Workers'wage were deferred in Daxinganling forestry industry enterprises in 1994,total deferment amount reaches to 422 million Yuan RMB,the number of workers which are involved is about 146 thousand,over 75% of total workers,it is a very potential facfor to social unrest.The main reasons included misconcept of wages and less economic effecient sales and ect.The authors put forward some countermeasurments to solve the issue.
