摘要 随着我国城市化进程的加速,土地征用短缺和农村建设用地闲置的矛盾日趋尖锐。从资源配置的层面,集体产权性质的农村建设用地使用权市场化流转对于降低国家征地成本和提高城乡土地资源配置效率具有重要作用。由于集体建设用地经营性地权和资产性地权制度的缺失,地权交易存在显著的福利损失,致使农村建设用地地权市场不能形成有效的要素配置效率和财富分配机制。因此,农村建设用地地权制度的建构是目前形成有效的地权市场和地权定价机制的核心。 With the urbanized advancement acceleration in our country, the contradictions between the shortage of land expropriation and unused rural construction sites are becoming more and more severe. Viewing from the perspective of resource allocation, the marking transference of the ownership of collective-owned rural construction sites plays an important role in reducing the cost of national land acquisition and increasing the land resource allocation efficiency in cities and rural areas. Because of the deletion of the policies on operational and capital ownership collective construction land, there is obvious welfare loss in land ownership transaction, which leads to the ineffective factor allocative efficiency and wealth distribution system of rural construction sites market. Therefore, the construction of the property system of rural construction sites is the crucial factor to form effective land ownership market and land ownership pricing system.
