摘要
高校人事制度改革应体现以人为本的管理思路,实现制度管理和情感管理的有机融合,在和谐、公平、公正理念下将绩效同教职工的岗位职务晋升、职称评聘、薪酬分配合理挂钩。拓宽人才资源的流转、配置渠道,做好教职工职业生涯规划及保障服务工作,推动人才合理有序流动,用公平、公开、合理、法制及人性化的管理方式稳步推进高校人事制度改革。
The university personnel system reform should manifest the humanist management mentality, realize the organic fusion of system management and emotion management, link faculty performance, promotion, title evaluation, and reasonable pay based on a harmonious, fair, and impartial concept. With fair, public, reasonable, legal and humanist mode, the university personnel system reform should be advanced with steady steps through broadening the circulation of human resources and channels of allocation, being ready for faculty career planning and ensuring service, and promoting the rational and orderly flow of talents.
