摘要
1929年10月29日《公务员任用条例》的公布,标志着国民政府公务员制度正式发端,是我国文官选任制度从传统封建科举制向现代转型的重大变革。无论在内容还是形式上,该条例都初步具备了现代人事管理制度色彩,并且较早在公务员选拔过程中进行面试这一环节的尝试①。但是,笔试过于繁琐、面试占总成绩比例过低等因素使得面试程序在此期间流于形式。抗战前,国民政府共举办五届公务员高等考试,其中以前两届为最盛,因而本文以前两届高等考试为例对于国民政府初期公务员面试程序进行考察。
The promulgation of officials' appointment regulation on October 29 in 1929 remarked the beginning of officials' system of Nanjing National Government and the reformation of officials' appointment system from the traditional feudal imperial examination to the modern, and explored the method that took the interview in the selection process of officials. The paper analyzed the interview process of officials of Nanjing National Government from 1931 to 1937, posed some useful suggestions to the improvements of officials' appointment system in current situation.
