工业遗产的保护与利用在城市建设中的社会价值不容忽视。哈尔滨作为黑龙江东北老工业基地,它不仅是黑龙江省的省会,有着特定的经济、政治和文化地位,同时它还是全国十大缺水城市之一。以国际工业遗产保护的纲领性文件《下塔吉尔宪章》和中国工业遗产保护论坛提出的《无锡建议》中对工业遗产的定义为依据,界定中国水工业遗产的范围,并且立足于近年来国内外对工业文化遗产的重视以及国内兴起的工业遗产保护浪潮的现状,从哈尔滨城市本身的经济、政治和文化地位以及哈尔滨水工业历史沿革与发展现状着手,分析了在哈尔滨城市建设中,水工业遗产所具有的艺术魅力以及保护和利用水工业遗产所具有的广泛的历史、文化、科技以及经济等方面的社会价值,探讨在哈尔滨重视水工业遗产的保护与利用的必要性并提出相应的保护措施,旨在为哈尔滨经济建设和城市开发提供一些可行性建议。

Since China Industrial Heritage Forum which was held in Wuxi first proposed the topic of industrial heritage protection in 2006, people have gradually seen the social value of industrial heritage protection and its use in urban construction. As an old industrial base of Heilongjiang Province, Harbin is not only the capital of Heilongjiang Province, with special economic, political and cultural status, but also one of the most water - shortage cities in China. This paper tries to define the scale of industrial heritage in China, according to ＂Shartgill Charter＂, the programmatic document of international industrial heritage and ＂Wuxi Proposal＂ proposed by China Industrial Heritage Forum. From the perspective of economy, politics and culture in Harbin as well as the history and development status of its water industries and based on people＇s attention on water industry heritage these years at home and abroad and the fact that water industrial heritage protection has been enhanced in China, this paper analyzes the artistic charm of water industrial heritage and the wide social value of history, culture, science, technology, economy in protecting and using it. This paper also discussed the necessity of paying attention to water industrial heritage protection and use, and proposes some appropriate protection measures, in order to provide some feasible suggestions for the economic construction and the urban development of Harbin.
