The main reason for the decrease is in systematic level, which means non - coordination between supply and demand in the system. The stability and development of market - economy needs individual business definitely. Therefore, the nature of economic person should be considered greatly while reconstructing or rectifying the system concerning development of individual business; a more humane system should be designed to support, encourage, and instruct individual business.
