党的三代领导集体关于改革的思想,包含着对改革的反思,孕育着改革重心从经济建设向政治整合的转变。我国政治改革总体可设定为法治为本,自由为先,民主慎行。党内民主与国家民主的性质和界域不同,二者相互依存、相互支持、相互促进。应试行和建立党委常委会的内部制衡、党委全委会的协商民主制、政务类领导干部选举制和党代会听证制度等加强党内民主监督的制度。

The reform thoughts of the CPC s three leading generations contain the reconsideration to the reform and implicate the transformation of reform focus form the economic construction to the political construction.As a whole,Chinese political reform should be based on the rule by law,make liberty at first and be discrete to democracy.There exists difference between intra-party democracy and state democracy in essence and border,the two factors depend each other,support mutually and advance together.The system of intra - party supervision should be strengthened through establishing the intra supervision of the standing committee, the system of consultative democracy of the party committee, the election system of political cadre and the hearing system of the national congress of the CPC.
