摘要
我国现在的房地产业是城市与农村争夺资源的重要渠道,在城市里的利益指向,也是只为富人服务、不为穷人服务,因而不是支柱产业。中国房价高的根本原因是政策失误,导致开发商垄断住房供应,并与投资、投机相结合。此外,对需求引导不力,管理有漏洞,也是重要原因。房价与地价关系,是理论上早已解决的问题。投机引致的供求变化,使房价起起落落,投机的真正对象是地租地价。政府收入过于依赖土地,使政府面对高房价陷入两难尴尬。解决老百姓住房问题的根本出路,是打破开发商垄断。政府的税费也有减免的余地。
currently in China, real estate industry is a battlefield for resouces between urban and rural areas while even in urban areas the intented customers are rich instead of the low income class. So it is not a pillar industry for the nation. The reason for skyrocketing of the housing prices is a result of faults of the policies which enable the developers to monopolize the supply of houses and get in conspiracy with the money suppliers and speculators. Besides, there are also factors like the lack of guidance of demand and loopholes in industrial regulation. The relations between housing prices and land prices, theorectically is a slved issue. Speculations make the housing prices turbulent with their true intention for windfall profits. Governments revenue is over dependent on land auction which is a dilemma for governments faced with skyrocketing of the housing prices. The only way for solving the problems of providing housing for the majority is to break down the monopoly by the developers while there is also rooms for government to give tax and charge rates on land and housing.
