摘要
贵州文化发展存在三类问题。第一类是涉及文化体制改革工作有效推进的问题:文化体制改革工作的推动与释放和激活文化单位的发展活力之间存在"间隙";文艺院团的改革要取得突破的条件还没有完全准备到位;机制、机构、人才同文化发展的实际要求不够协同。第二类问题是自主发展的能动性问题:职能部门的能动性还有待加强;文化发展主体的能动性还不够;"第三方机构"缺位。第三类是文化"走出去"的条件性问题:"走出去"的主体的"远程经营能力"有限;"走出去"的内容质量有待更加提高;"走出去"的政策体系需要更加健全。针对问题的解决,本文提出三个建议:一是对文化体制改革的攻坚工作的建议;二是对文化"走出去"的建议;三是对政策修改或补充的建议。
The culture development of Guizhou has three problems. The first one refers to effective improvement of culture system reform. There seems to be a gap between improving the culture system reform and activating the developing energy of culture in- stitutions, that is, the culture institutions are not ready for the reform and fail to have the unity among the system, departments, personnel, and realistic requirements. The second problem is the initiatives of autonomous development. Both the administration departments and culture development subjects should strengthen their initiatives by themselves since there is no "third institution" to negotiate for them. The third problem results from the condition in which the culture can be exported. The long - distance busi- ness ability is not good enough, the content and quality of the culture being sent out are not rich or high enough, either. In view of these, this paper makes some suggestions: 1. suggestions on solving the most critical problems in culture system reform; 2. suggestions on how the culture can be sent out; and 3. suggestions on the policy revision and supplement.
