参与国际分工与提高农业比较优势——兼论实行农业保护的危险性

PARTICIPATING IN INTERNATIONAL DIVISION AND INCREASING COMPARATIVE IN AGRICULTURE —on the Risks of Agriculture Protection

根据世界经济发展经验，经济的迅速增长将导致农业份额下降，农业比较优势迅速丧失。多数情况下，政府将改农业征税政策为农业保护政策。本文认为，无论是哪种保护模式，都将导致国家福利的净损失。为此，在我国农业比较优势下降较迅速的情况下，应以贸易自由化政策替代保护政策，通过利用国际分工的好处来打破我国农业的资源禀赋约束，在国际贸易中充分获取经济福利。

In the light of the world′s economic development experiences,rapid economic growth always causes both the decrease of agricultural share and the quick loosing of agricultural advantage.Therefore,the government′s policy should be changed from taxing on agriculture to protecting on it at most occasions.In this article,the author stresses that whatever models of agriculture protection will cause the net loss of a nation′s wealfare .So the trade protection policy must be replaced by the policy of trade liberalization on condition of the rapid decrease of its agricultural advantage.At last,the economic wealfare from international trade will be sufficienlly gained and the limitations on its agricultural resources endowment will be broken by the full use of the benefits from international division of labour.
