论民办高等教育公益性的实现

On realization of public welfare of private higher education

公益性是高等教育的本质属性。坚持办学的公益性,既是民办高校获得组织合法性的前提,也是民办高校持续发展的源泉。由于制度建设滞后与不足等多重复杂因素,我国相当一部分民办高校在办学过程中出现了严重的营利性行为,民办高等教育的公益性没有得到真正体现。重塑公益性民办高等教育,需要政府、民办高校和社会的共同努力,但是,政府需要发挥主导作用。

Public welfare is the essential attribute of higher education. Insisting public welfare under running school is not only the premise to obtain the organization valid, but also the fountainhead for sustaining development for private college. Because of system construction lag and some other multiple complex factors, quite part of private colleges have serious action seeking to make a profit. The public welfare of private higher education has not been manifested truly. Rebuilding the public welfare of private higher education requires government, private college, and society＇s joint effort, but government needs to play the leading role.
