Research assessment exercise in british higher education institutions:policy,practice and review

摘要 20世纪80年代以来,为实现资源效益和绩效责任的最大化,英国政府通过高等教育拨款机构开展了六轮大规模的高等教育科研评估活动(RAE)。科研评估开展20多年来,在不断强化高校科研管理、提升高校科研质量和效率的同时,也造成了工作负担、科研取向、教师士气等方面的诸多问题。实践表明,英国的经验不可盲从,其中的副作用尤其值得警醒和注意。 In order to maximize the effectiveness of investment and accountability, six rounds of research assessment exercise {RAE) have been carried out by funding bodies in UK since 1980s. RAE causes both positive effects on strengthening in research management and improving the quality and efficiency of research, and negative effects on overloading workload, distorting the research orientation and sinking the faculty's morale. The suggestion is RAE can not be followed blindly and the side-effecr of RAE particularly needs to be alerted and concerned.
