摘要
我国拥有十二亿人口,耕地、淡水、矿产等重要陆地资源的人均占有量远远低于世界人均水平。面对人口与资源的沉重压力,我们要实现民族的振兴,必将越来越多地依赖于海洋这个资源的宝库。本文从海洋对人类社会发展的重大作用讲起,介绍了当今世界围绕海洋开发与保护、海洋权益维护与斗争的基本形势及其新趋势。同时,从我国海洋资源潜力和海洋工作的基本状况出发,阐述了我国应该采取的政策措施,从而把我国约三百万平方公里的管辖海域,建设成为寄托着中华民族美好未来的“蓝色家园”。

Under the strong pressure of population and resources, it becomes more and more necessary for us to depend on the ocean, a treasure house, to revitalize our nation . Beginning from the important role of the ocean in the development of human history, this article introduces the basic situation and new trends of the development and protection of the ocean, the preservation of and struggle for marine rights in modern world. At the same time, in light of the potential of marine resources and the basic situation of marine undertakings in China, it elaborates the policies and measures China should take to construct the 3 million square kilometers ' jurisdictional sea waters of China into a 'blue homeland' where the Chinese will have a bright future.
