政府煤炭安全生产监管绩效评估体系探讨——来自山西省J市的调研

Research on the Performance Measurement of Government's Supervision on the Coal Mine Safety Production——A Case Study of J City in Shanxi Province

目前,国内关于政府煤炭安全生产监管绩效评估的研究是一个空白。研究在相关理论的指导下构建了政府煤炭安全生产监管绩效评估指标体系,并探讨了该绩效评估框架体系,包括评估主体、绩效信息的收集、评估监督、评估结果的公布和运用,以及良好的政绩观和安全生产绩效观培育等方面。

So far little research has been conducted on performance measurement of Government＇s Supervision on the coal mine safety production in Chinese academic circle. This article designs an index system for performance measurement of govemment＇s supervision on the coal mine safety production in the light of related theories, and puts forward a framework system for this measurement, including the bodies of evaluation, collection of performance information, supervision of evaluation behavior, and publishing and applying of measurement outcome, etc.
