小布什政府上台以来,美国联邦政府先后制定并实施了项目等级评估体系和三色等级评估体系,形成了项目绩效评估-部门绩效评估-跨部门绩效评估的层级式绩效评估体系,并逐步将绩效评估与预算结合起来。全面考察当代联邦政府绩效评估的最新进展,并分析其对中国政府绩效评估可能具有的启示意义。
Since George W. Bush administration took office, the federal government has formulated and implemented a Program Assessing Rating System, and tri - color Assessing Rating System, forming a system of Program performance evaluation - Sector performance evaluation - Cross - sector performance evaluation, and gradually combining the performance evaluation and budget together. The paper studies U.S. Federal Government's latest progress of performance evaluation, and analyzes its enlightenment to Chinese government.
