我国政府投资项目代建制的实施现状及问题分析

The State and Problems of Agent Construction System of the Government Investment Projects in China

政府投资项目代建制是我国投资体制改革的重要举措之一。文章通过对当前我国开展代建制的45个地区进行全面分析研究得出:市场化企业型代建制在实践中处于明显优势,代建制实施取得了良好成效。同时,针对我国代建制改革过程中存在的主要问题,提出了进一步深化代建制改革的相关建议,以期为政府相关职能部门制定政策提供参考。

The Agent Construction System （ACS） of the government investment projects is an important measure of the investment system reform in China. Through a comprehensive analysis and study of the 45 regions which carry out the ACS, the paper draws conclusions that the enterprise agent model has a distinct advantage in practice, and it has achieved good effects. At the same time, the major problems of the ACS reform are revealed, and the paper puts forward relevant recommendations to further deepen the reform of ACS. It provides references to the relevant national authorities in policy-making.
