生态产业链的构建研究——以曹妃甸工业区海水资源综合利用为例 被引量:11

摘要 产业发展的生态化转型是落实科学发展观的基本要求和工作重点,但同时也是难点,按照系统工程的思想,构建生态产业链是化解这一难题的有效手段。文章从传统产业链与生态产业链的对比分析入手,辨析了二者在目标导向、产业链构建的路径和企业间的协作基础三个方面的差异;围绕必要性与可行性,分析和提炼了生态产业链构建的互利共赢原则、供求匹配原则、规模效益原则、系统引导原则、技术推动原则,并以曹妃甸工业区海水资源综合利用为实例,说明了上述原则在生态产业链构建中的应用方法和价值。 Ecological changeover of industry development is the basic requirement and working focus for the realization of the concept of scientific development, as well as a difficult task. In accordance with the idea of system engineering, the construction of Eco-Industrial chain is the effective means to resolve this problem. The difference between two industrial chains was analyzed from the aspects of goal-orientation, paths to construction of Eco-industrial chain and bases of inter-enterprise collaboration by comparing the Eco-industrial chain and the traditional one. The principles of building up the Eco-industrial chain were brought out by analysis of its necessity and feasibility, including the principles of mutual benefits, the matching of supply and demand, the efficiency of scale economy, the systematic guide and technology promotion. The case study of seawater resource comprehensive utilization in Cao Feidian industrial park was made to prove the application and values of these principles in Eco-industrial chain construction.
