中国区域创新系统创新效率综合评价及分析

Research on the Innovating Efficiency of Regional Innovation Systems of China

应用DEA分析方法对我国区域创新系统的创新效率进行了测评。结果显示,当前阶段我国区域创新效率普遍较低,且其原因主要是由纯技术效率低下所致;我国总体显现出规模报酬递减的态势,科技资源投入相对过剩而非不足;技术效率、纯技术效率地区间差异并不显著,而规模效率在不同地区间显示出较大的差异性。本文结论为我国创新型国家建设提供政策启示。

This paper evaluates the innovation efficiency of China＇s regional innovation system by DEA analysis method. The empirical results show that China＇s regional innovation efficiency is generally low mainly due to the low pure technical efficiency; scale returns tend to be diminishing on the whole with the investment of science and technology resources remaining relatively surplus rather than short; the difference of technical efficiency and pure technical efficiency is not significant, but scale efficiency shows greater diversity among different areas.
