基于三阶段DEA模型的中国31省市文化产业效率研究

Research on Efficiency of Cultural Industry in 31 Provinces of China Based on Three-stage DEA Model

本文利用DEA三阶段模型对2004年我国31个省市文化产业进行了效率评估分析,结果表明,一方面环境因素对于各地区文化产业发展有显著影响,其中地区经济发展水平、人们对文化产业的需求对当地文化产业发展具有积极影响,而文化产业企业数目过多、文化事业单位体制的不合理以及政府对文化事业的财政支持在一定程度上阻碍了文化产业的发展;另一方面在剔除环境和随机因素影响后,各省市文化产业技术效率整体偏低,规模效率尤为低下。研究发现,区域差异明显,东部表现最优,中部次之,西部最次。对此,提出了相关建议以有助于文化产业的进一步发展。

This paper evaluates efficiency of cultural industry in 31 provinces of China in 2004 with DEA three -stage model. The results demonstrate that ： on one hand, the efficiencies of many regions are affected by environmental varia- bles. Local economic level and demand have positive influence on development of local cultural industry. Quantities of cultural companies and cultural establishment and expenditure on cuhural establishment have negative influence on development of local cultural industry ; on the other hand, rejecting the influence of environmental variables and statistical factors, the average technical efficiencies of 31 provinces are low which most because of the low level of scale efficiency. As the regional analysis shows, the east region is best, the middle region is second and the west is worst. For these, related suggestions are given.
