新时期连云港城市空间跨越发展战略解析--江苏沿海开发背景下的应对策略

ANALYSIS ON LIANYUNGANG URBAN SPATIAL DEVELOPMENT STRATEGY ALONG WITH JIANGSU COASTAL DEVELOPMENT

"港—产—城"发展的不协调是制约连云港城市整体发展的核心矛盾,这一矛盾充分暴露了城市空间发展的不适应:城市功能组织主体的限定、城市空间发展轴线的单一、城市空间增长边界的固化等。在江苏沿海开发的背景与机遇下,连云港城市空间结构只有通过实施跨越发展战略进行适应性调整,才能真正承担"区域中心城市"的重任。即通过空间轴线的拓展、功能主体的培育及港口发展的基础支撑,构建"一心三极"的城市空间结构、"一体两翼"的组合大港。

The unharmonious development of the port, industry and city is the major contradiction that restricts the overall development of Lianyungang. This contradiction fully exposes the maladjustment of urban spatial development： the main city functional organization is limited, the development axis of urban space is single, and the expending border of urban space is fixed. Under the background of Jiangsu coastal development, only if the spatial structure of Lianyungang is adjusted through the great-leap-forward development strategy, can Lianyungang really function as a ＂regional central city＂. The strategy is to build a ＂One Center and Three Poles＂ urban space structure and a ＂One Center and Two Wings＂ comprehensive port by the expansion of spatial axis, cultivation of main functional organization and support of port development.
