海南省直管市县体制新一轮改革实践与启示

The New Round of Administrative Reform of Province Directly Governing the County in Hainan Province:Practice and Its Enlightenment

针对省直管市县体制模式实际存在的责权不统一、基层活力不够等问题,海南省转变政府职能,进行职能有效区隔、下放事权、完善大部门体制等改革,增强了县域经济发展活力。本文在此基础上,明确了行政管理体制改革逐层推进中政治参与和政治制度构建的方向,并为实现无限政府向有限政府的转变,就如何准确定位政府职能、加快配套机制建设等问题提出了具体的建议和思路,以期海南独特的行政"省直管市县"管理体制模式能提供一些思考与启示。

As for some problems such as inconformity between duty and power and the lack of grass - roots vitality in the model of Province Governing the County, Hainan province transformed its government functions to separate roles, devoluted its administrative power to local governments and improved its giant departmental system. All those reforms actually enhanced the vitality of the county＇s economic development. Based on such practice, this article clarifies the direction of how to construct political participation and political institiution in the process of administrative reform. And in order to realize the transformation from the unlimited government to the limited one, it also puts forword some specific suggestions of how to define the government functions and accelerate the construction of supporting mechanisms, and hopes to provide with enlightenments for the reform of Province directly Governing the County in Hainan province.
