摘要
近年来我国着力推行行政问责,取得了积极进展,但是在问责主体、追责范围、问责的公正性以及被问责官员的重新任用等方面还存在着突出问题。为了提升行政问责的制度化水平、强化行政问责的实效,还有必要加强人大及其常委会、社会公众和大众媒介在行政问责中的主体地位,强化异体问责;扩大行政问责的追责范围,建立"失职就须担责"的内在驱动机制与媒体舆论引发等外在驱动机制共同发挥作用的联动机制;统一问责标准、保障被问责者的权利,并通过问责过程与结果公开促进问责的公正性;明确复出标准、规范复出程序,建立被问责官员合理的复出机制。
In recent years, our country focuses on the implementation of administrative accountability, which has made positive progress. But there are still some problems in accountability, selecting the scope of the recovery, the justice of accountability and re - appointment of the investigated officials. In order to improve the level of the institutionalization of administrative accountability and strengthen the effectiveness of administrative accountability, there is also a need to reinforce the dominant position of the National People's Congress and it' s standing committee, of the public and of the mass media in the administrative accountability, to strengthen allo - accountability, to expand the scope of responsibility, to establish a linkage mechanism that is affected by a driving methanism that one must be responsible for dereliction of duty Tam and media, public opinion in the drive mechanism for external trigger; to uniform accountability standards, to safeguard the rights, of the account- ability, to promote the fairness of the accountability through making public the process and results, to make clear standards of comeback and standardize procedures, of comeback so as to establish a reasonable comeback mechanism of accounted government officials.
