摘要
伴随着政府绩效考评在我国的引入和推广,目标转换问题也日益突出。它对于考评初衷的扭曲甚至威胁到了政府的公信力。目标转换的表现形式多样,危害后果严重,形成原因复杂。本文从绩效指标自身不足、考评对象的自利动机、考评主体单一与信息不畅等三个方面分析了产生目标转换的主要原因,并从法制建设、绩效指标体系设计、考评主体与方式的转变、考评信息健全与考评宣传等方面提出了纠正目标转换的主要措施。
Since the introduction of the Government Performance appraisal into China the promotion of the objective conversion issues has become increasingly prominent. Its original assessment of the distortion threatens the credibility of the Government. Various forms of conversion goals of performance cause series and complex consequences. This paper will analyze such three objectives as the lack of performance indicators in evaluation, self- motivated targeting in evaluation, and poor information in evaluation. It will bring about the main reasons for conversion in the legal system, in the performance indicator system design, and in evaluation and in the exchange of the pattern of the main evaluation, in information evaluation, and propose how correct the conversion of the main measures through improving publicity and raising its target.
