摘要
目前,我国住房置业担保存在经营市场"条块分割"、住房置业担保规模小、收费标准不明确、风险防范措施不完善等一系列问题。我国房地产金融业务面临的主要风险是部分地区房地产市场过热存在市场风险,房地产开发企业高负债经营隐含财务风险,基层银行发放房地产贷款存在操作风险,假按揭已成为个人住房贷款最主要的风险源头。防范和化解房地产金融风险,应加强对房地产开发企业的审查,规避房贷操作风险,防范"假按揭"风险,完善惩戒机制,加强利率风险管理。完善住房置业担保制度,进一步研究制定房贷保险制度,充分发挥房贷保险的风险分担职能。
Now there are a series of problems of departmental and regional barriers of business market, small scale of housing setting at industry guarantee, unclear charging standards, and imperfect risk prevention in Chinese housing setting at industry guarantee. The main risks that Chinese estate finance faced are market risk existed in some areas due to exoessivdy popular market, financial risk hidden in estate enterprises due to high-debt operation, and operating risk of granting estate loan in basic banks. Fake mortgage has become the primary risk of personal housing loan. Hence, the better ways to prevent and obviate estate financial risk are to investigate estate enterprises, to avoid operation risk of housing loan, to prevent fake mortgage risk, to improve punishment mechanism, and to increase interest rate risk management. Furthermore, we should imprrove housing setting system at industry guarantee, guarantee system of housing loan, and fully play risk sharing role of housing loan guarantee.
