矿业权融资的困境及对策探讨

The difficulties of the mining rights financing and the discussion of the countermeasures

市场化和商业化是我国的地勘事业的战略方向,但矿业权本身的特点和矿业权中介机构、矿业资本市场的滞后,决定了矿业权融资活动的困境,传统的融资模式难以对商业勘探活动提供足够的资金支持。本文在在总结和对比国内外现有经验的基础上,就破解矿业权融资困境问题,提出了:引进投资银行服务,引进独立地质调查师制度,完善涉及矿业权的中介服务体系,建立符合矿业特点的、可支持矿业融资多层次资本市场,设立统一的矿业权交易平台等建议。

Marketization and commercialization are the strategic direction of Chinals geological survey. The nature of mining rights, the lagged mining rights agency and the lagged mining capital market resulte in the difficult of the financing activities of the mining rights. The traditional financing model is difficult to provide adequate financial support to the commercial exploration activities. In this paper, summing up and comparing experiences at home and abroad based on the existing view of the the mining rights financing activities, the author brings forward his advises to it. It includes to introducing the investment banking services, to introducing the independent geological survey system, to improve intermediary services relating to mining rights system, to establish a multi-level capital market which can support the mining industry financing and to set up a unified trading platform for mining rights.
