摘要
在不影响电力系统供电安全可靠性以及保障社会总福利不变的前提下,研究与节能发电调度相配套的机组上网电价定价机制,提出了基于发电权转让的单一制电价补偿机制和适应节能发电调度的两部制上网电价机制2种方案。对第1种方案给出了发电权转让补偿价格计算公式,并对其优缺点进行了分析;对第2种方案给出了基于容量电价分档和电量电价分档的直接定价法和间接定价法2种方法,并设计了电价调整机制,对其优缺点进行了分析。最后提出了下一步节能发电调度配套上网电价定价机制改革的思路。
Under the presupposition that the security and reliability of power supply is not affected and the total social welfare is unchanged, the pricing mechanism of bidding price for units that is in set with energy conservation power generation dispatch is researched. Two pricing schemes, i.e., the pricing mechanism for one-part generation price compensation based on generation right trading and the pricing mechanism for two-part bidding price suitable to energy conservation power generation dispatch, are proposed. For the first pricing scheme, the formula to calculate the compensation price of generation right trading is given and the advantages and defects of this pricing scheme are analyzed; for the second pricing scheme, two methods, including direct pricing method and iridirect pricing method based on the grading of capacity price and the grading of electricity quantity price, are given, meanwhile a price regulation mechanism is designed and the advantages and defects of these two pricing methods are analyzed. Finally, the thinking for the next step reformation of pricing mechanism of bidding price in set with energy conservation power generation dispatch is put forward.
