摘要
西霞院反调节水库是小浪底水利枢纽的配套工程,具有反调节、供水、灌溉、发电等综合功能。工程建设采用项目法人负责制、招标投标制、建设监理制和合同管理制,项目法人高度重视质量安全管理,以建设精品工程为目标,引入"达标投产"管理理念,成功地进行了软基处理,土工膜新材料的应用确保了土石坝段的防渗效果。工程总体质量优良,分部工程优良率为90%,单位工程优良率为85%,一次通过"达标投产"验收。
Xixiayuan Counter Reservoir is a subsidiary project of Xiaolangdi key water control works.It has a comprehensive function of reverse regulation,water supply,irrigation and power generation.It adopts the responsibility system of project corporation,bidding system,supervision system in construction and system of contract management.The project corporation attaches great importance to the management of quality and security,takes building top-quality project as a target,introduces the management idea of 'qualifying and then going into operation',successfully treats soft foundation and ensures the effect of anti-seepage of earth-rock dam section by applying the new material of geomembrane.The total quality of the project is good,the fine ratio of subpart 90% and the fine ratio of unit works 85%.It passes through the inspection of 'qualifying and then going into operation' by once.
