摘要
随着我国城市现代化进程的不断推进,全国范围内大型的城市基建项目正不断上马,而作为城市基建的业主方大多为当地政府组建的国有投资公司。如何在提高资金使用效益的同时确保资金的安全使用,是当前国有投资公司在基建财务管理活动中必须面临的问题。基建财务管理、资金管理普遍存在不少的问题和弊病,因此,需要通过实施以进度控制、资金管理和内部控制为重点的财务管理、建立信息沟通机制、加强财务管理机构建设等有效的防范对策加强内部约束监管机制,进而保障基建工作的顺利开展是本文的主旨内容。
Along with our country city modernization advancement unceasing advancement, in the nationwide scale the largescale city capital construction project is starting unceasingly, but as the city capital construction industry the host's side mostly the state-owned investment company which sets up for the local government. How while enhances the fund operational effectiveness to guarantee the fund the safety handling, is the current state-owned investment company the question which must face in the capital construction financial control activity. Capital construction financial control, fund management universal existence many questions and disease, therefore,needs through the implementation take the progress control, the fund management and the internal control as the key financial control, the establishment information communication mechanism, the enhancement financial control organization construction and so on the effective guard countermeasure strengthens internal restraint supervising and managing mechanism,then the safeguard capital construction work smooth development is this article primary intention content.
