我国农业劳动力转移问题的思考

THOUGHTS ABOUT AGRICULTURE LABOR FORCE TRANSFER

农业劳动力转移是社会生产力要素重新配置的过程。在经济、社会处于转型时期,如何思考和对待我国农业劳动力转移问题,已经成为重大理论课题。该文立足发展经济学的一般理论,就新中国成立以来特别是改革开放30年我国农业劳动力转移的概况、绩效以及深层制约因素等进行了剖析,并提出了有序推进农业劳动力转移在政府政策制定、保障农民权益、农村劳动力就业等的几点对策和建议。

Agriculture labor force transfer is a process for anew ordonnance of social productivity. When economy and society is transferring, how to consider and deal with the problem of agriculture labor force transfer has become an important theoretical question for discussion. This paper bases itself on the general theory of developing economics, anatomizes the general situation of agriculture labor force transfer, performance and limiting factors, since the founding of new China, especially during the 30 years when China adopts reformation and open door policy; puts forward several counter measures and suggestions as policy constitution by government, safeguarding farmers rights and interests, rural labor force employment, etc. to orderly push rural labor force transfer.
