分析论证《外台秘要》的创作背景、著者主旨，编辑思路及临床实用等，提出了《外台》不仅具有重要的文献价值，而且在以大卫生观认识疾病，确立“病的方矢”的治疗原则，医药分庭、独设眼科等重大问题上，其总体成就较孙思邈的《备急千金要方》都有新的开拓和突破，应给王焘及《外台》以重新评价。

By analysing the historical background, the objective of the author, way of thinking in compiling the book and its clinical practice, it is claimed that this book possesses not only literatural significance, but also recognition of disease from a macro health view, the establishment of treating principle, the separation of pharmacy from medicine as a whole, and the exclusive establishment of an ophthalmic discipline, hence, the total achievements surpasses those of Sun Simiao′s Beiji qian jin yao fang and is a breakthrough. Hence, it is necessary to re evaluate Wai tai mi yao (Secret Essentials of An Official).
