New Propositions and Measures for the Work Related to Taiwan Affairs Since the Sixteenth National Congress of the CPC

中共十六大以来,中共和中国政府为发展两岸关系、推进祖国和平统一进程提出并采取了一系列新主张、新举措:提出并牢牢把握两岸关系和平发展的主题,为两岸关系发展确立主基调;坚持一个中国原则决不动摇,对一个中国原则作出新的表述;致力于促成两岸和平统一谈判,明确提出"争取祖国和平统一首先要确保两岸关系和平发展"的重大论断;坚持"寄希望于台湾人民"方针,千方百计做好"人心回归"工作;把握先机特别是制定《反分裂国家法》,有效遏制"台独"分裂势力及其活动;成功开启两岸政党交流并恢复两会商谈,推动两岸关系朝着和平稳定方向发展。这些新主张、新举措的提出和实施,卓有成效地推动了两岸关系的发展,开创了两岸关系和平发展的新局面。

Since the CPC Sixteenth National Congress,the CPC and the Chinese government have put forward a series of new propositions and taken a series of new measures for developing relations between the two sides and promoting the peaceful reunification of the motherland:putting forward and having a firm grasp of the theme of peaceful development of cross - Straits relations thus establishing the main keynote for the development of relations between the two sides of the Straits;never wavering in our commitment to the one - China principle and evolving a new expression of the one - China principle; working for the negotiation on peaceful reunification of the two sides and drawing the important inference in clear terms that'we must,first of all,ensure the peaceful development of the cross-Straits relations before striving for peaceful reunification of the motherland';adhering to the principle of'placing our hopes on the people in Taiwan'and making the utmost efforts to bring about'the return of their hearts and minds';seizing critical opportunities in good time and especially adopting the Anti -Secession Law,effectively curbing the secessionist forces for'Taiwan independence'and their activities;successfully starting the exchanges between political parties across the Straits and resuming the negotiations between the Association for Relations Across the Taiwan Straits(ARATS) and the Straits Exchange Foundation(SEF),thus pushing the cross - Straits relations in the direction of peace and stability.These new propositions and new measures have effectively promoted the development of the relations across the Straits and created a new situation of peaceful development of the relations be- tween the two sides of the Straits.
