摘要
行政伦理妥协以择恶弃善、择小善弃大善为基本表现形式,是行政人员面临价值冲突时的一种特殊价值选择形式。从起源上来考察,行政伦理妥协的存在有其客观的必然性与一定的合理性,然而,它却真切地威胁着行政系统的良性运行。减少乃至消除这种威胁,关键在于提高公共行政人员的素质以及创设良好的外部条件,通过内外兼施实现对行政伦理妥协的超越。
Administrative ethic compromise is a peculiar action choice when administrators face value conflicts. Its main features are choosing the evil but abandoning the good, choosing the small good but abandoning the great good. Viewed from its origin, administrative ethic compromise has its inevitability and rationality. However, it threatens the administrative system. The key to decreasing and avoiding these impacts are advancing administrators' ability and creating favorable exterior circumstance, so as to surpass administrative ethic compromise.
