电信产业性质与产业监管模式演变研究

Research on Evolution of Telecom Industrial Nature and Related Regulating Mode

基于电信产业的发展历史研究,提出电信产业的性质随发展环境的变化而变化,并总结电信产业性质演变的四个典型阶段,同时提出电信产业监管模式与电信产业性质的演变阶段存在一定的匹配关系,然后结合新条件下的中国电信产业性质演变的阶段特征,对中国当前的电信产业监管模式的改革提出建议。

This paper introduces the evolution of the nature of telecom industry by categorizing it into four phases, and depicts their related regulating mode. Following that, suggestions are presented for the reform of China telecom industry regulation.
