摘要
钢铁企业以循环经济为发展理念,环境保护设计应从污染预防、过程控制、末端治理、废物的资源化利用等全过程控制污染物产生和排放。包括按照物质、能量、信息流动的生态规律,减少污染物的产生量,从源头预防污染;在企业内部通过促进清洁生产,推进生态设计,合理利用资源和能源,实行工业污染全过程控制;通过采用先进的环境保护技术措施,实现污染物排放量的最小化;大力推进资源节约,实现钢铁企业固体废物资源化和高价值综合利用。
Motivated from a recycling economic viewpoint, environmental protection designing in iron & steel industry shall be focused on control of the generation and discharge of pollutants throughout the entire process from pollution prevention, process control, endpoint control, utilization of wastes as a resource, etc. The achievable measures are to follow the ecological rules of mass, energy and information flow to mitigate the output of pollutants and prevent the possible pollutions from their sources; to promote a clean production within an enterprise to carry out ecological designing, rationally utilize resources and energy, so as to realize all-course control of industrial pollution; to adopt state-of-the-art environmental protection technologies and measures to minimize the discharge of pollutants; to implement resource saving to enable the steel industry to achieve value-added and comprehensive use of solid wastes as a resource within a steelworks.
