对胜利油田提高经济运行质量的几点建议

Proposals to Improve Economic Performance of the Shengli Oilfield

由于长期受计划经济体制的影响,胜利油田经济运行过程中暴露出了许多问题,严重影响了油田经济运行的质量。要实现“九五”目标,在今后三年应重点抓好两方面的工作:(1)继续深化改革,通过实现四个新突破,加快油田的重组建设,尽快构筑一个按现代企业制度运作的新机制。(2)努力提高经济运行的质量。具体措施包括:强化主业,建立起油气生产良性循环、高效发展的运行机制;建立起生产要素优化配置,产业结构合理,经济总量高速增长的运行机制;推进科技进步,建立起依靠增加科技含量实现跳跃式发展的运行机制;加强经济管理,建立起以资产经营为重点,以提高经济效益为中心的管理机制;加强队伍建设,建立起以人为本的激励机制。

The long-term influence of China' s planned economy has left a legacy of operational problems, which seriously affect the economic performance of the Shengli Oilfield. In order to meet the targets determined by the Ninth Five-Year Plan (1996-2000), Shengli should undertake the following work over the next three years. 1) Strengthen reforms, accelerate oilfield restructuring, and establish a new operating mechanism based on a modern enterprise system by relaxing control over small enterprises, adjusting and improving the ownership structure, instituting layoffs to increase efficiency, and reforming the allocation system. 2) Improve economic performance by implementing the following measures: Emphasize E & D, establish virtuous oil and gas production cycles, and promote efficient development; establish mechanisms for optimally deploying key production elements, rationalizing the industrial structure, and increasing total economic value; promote development by improving scientific and technical levels and content; improve economic returns by strengthening economic management and establishing administrative mechanisms based on the utilization of assets; and strengthen the corporate ranks to create a personnel-based system for encouraging development.
