Under the conditions of lacking of editors and funding, on the premise of explicating of editors＇ system of post responsibility, ＂ excellent editors＂ cultivating is suggested. ＂ Three-grade improvement＂ of excellent editors is introduced, including ： the improvement of basic skill in editing, the improvement of exchanging between authors, readers and editors, and the improvement of concepts and values in editing work.
