民生问题是国民的生计与生活问题,民生问题事关人民群众的根本利益和国家改革、发展、稳定的大局。关注民生、改善民生是中国特色社会主义的本质要求,是构建和谐社会的基础。党的十七大以来党和政府始终把解决人民群众最关心、最直接、最现实的利益问题作为促进社会和谐的核心,彰显了党的惠民政策。
