摘要
税费改革以及市场体制的建立,给农业生产和农村经济带来诸如公共物品不能有效提供、市场风险加大等不利影响,为此需要重构农业合作社。文章从哲学价值观、产权建构、创新合作原则等三个层面对市场条件下的农业合作社展开了论证,并提出相关政策建议。
Tax reform and market system have brought forth such demerits to the agriculture production and economy as the short supply of public goods and the increase of market risk.Therefore,it s imperative to rebuild agricultural cooperatives.The paper gives solid support to argue the feasibilities and thereafter related suggestions in the following points as philosophic values,property right ownership and innovation cooperation.
