关于北京市社区服务平台设置体制的综合分析与建议

A Comprehensive Analysis and Recommendations on the Setup Mechanism of Community Service Platforms in Beijing

在当前特定发展阶段,社区行政性事务的存在具有客观现实性。完善社区治理结构,必须从这一现实出发。本文系统总结了我国各地社区服务平台设置模式的基本类型,对照比较了当前北京市社区服务平台设置体制的基本情况和主要特点,从理论和实践的多个角度,对作为社区治理维度的社区服务平台设置相关问题进行了深入思考,基于确立政府与社会在基层治理中新型合作关系的角度,提出规范北京市社区服务平台设置的目标模式应是社区服务平台与社区居委会并行设立的并设方式,从而构筑与市场经济相适应的"居站分离、政社分开、民主参与"的社区管理新模式。

In the current particular development stage, it is an objective reality that communities are responsible for some administrative affairs. To improve community governance structure, we must proceed from this reality. This paper sums up the setup patterns of community service platforms all over the country and compares the current conditions and features of different community service platforms in Beijing. In terms of the theory and practice, conduct profound thinking on the relevant issues about the setup of community service platforms, which is a dimension of community governance. Based on the establishment of neotype cooperation in grass-root governance between government and society, put forward the goal pattern of standardize community service platforms in Beijing, that is, the community service platform and the community neighborhood committee should be set up in parallel, thereby establish the new governance pattern of separating the community service station from the community neighborhood committee, separating the functions of the government from those of the society, and enhance democratic participation in community.
