货币的出现极大地推动了人类文明的发展。当货币的形态从物物交换、黄金一直演进到符号货币后,经济主体的理性行为发生了根本性的变化。货币的形态、价值背离度以及发行权已经成为经济运行中配置资源的重要制度安排。当前,以电子货币为主体的货币制度标志着货币已经高度符号化。符号货币制度下,如果拥有货币发行权的主体滥用或不当行权,如果资源配置制度存在缺陷,就会对人类的行为产生错误的激励,甚至阻碍经济增长,累积经济衰退和危机的可能性。建立超主权货币制度和改进资源配置制度可以熨平经济周期,保持经济稳定增长。

The emergence of the currency has greatly promoted the development of human civilization. With the change of money form, the rational behavior of economy participators have shown a fundamental change. The forms of money, value, as well as the issue right have become important systems of resource allocation. At present, electronic money as the main currency of the monetary system has a high degree mark of the symbolic. The paper thinks that the symbolic monetary system, if the issue right of the currency has been abused or misused, if the system of resource allocation is flawed, it will result in error incentives, even hinder economy growth and cumulate economy recession or crisis. Finally, paper presents super-currency system beyond the sovereign and improvement the resource allocation system. Thus, the monetary system may press economy cycle and maintain stable economy growth.
