图书馆在社会组织中的作用是众所周知的,但由于图书馆具有公益事业属性,其效益的产生具有间接性、持久性、缓释性特点,经济效益难以显现,导致图书馆主体因为激励机制的缺失而缺位的现象。图书馆主体包括政府、图书馆行业组织、图书馆人等,只有明确图书馆主体,明晰各主体的责任,才能确保图书馆事业的健康稳定发展。
