The paper points out that we should do what to improve the security of using foreign high grade manganese ore is major issue relating to the development of China's steel industry.It analyses the serious conditions and problems in using foreign high grade manganese ore,and then proposes some countermeasures for dealing with the disadvantages from the view of non-renewable resources and the principle of comparative interest.
