By means of the comprehensive anlysis of the causes that form the flood and water logging disasters in Jiaocheng＇s area located in upstream and midstream of Ciyao River, the paper preliminarily sets forth the causes that form the disasters and existing problems in flood control, and puts forward the countermeasures to solve the problem to control disasters.
