"7·5"打砸抢烧暴力恐怖犯罪事件是一起由境外民族分裂组织直接煽动、挑唆的,有组织、有预谋,以挑起民族矛盾、制造民族仇视为目的的重大暴力恐怖犯罪事件。"7·5"事件不仅对新疆政治稳定和经济发展造成极大破坏,而且粗暴践踏了无辜群众的基本人权。依法严惩暴力恐怖犯罪分子是尊重和保障人权宪法原则的必然要求,也是维护国家法律尊严、建设民主法制国家的必然要求。

＂7·5＂ Riot of Striking, Destroying, Robbery and Arson Crimes is a major violent, terror and criminal incident, which was directly organized, planned and instigated by some nationalist separate organizations. They aim to stir the conflicts and hostility between different nationalities. ＂7·5＂ Riot caused a very huge damage to the political stability and economic development of Xinjiang, and trampled the fundamental human rights of innocent citizens wildly. Punishing violent criminals by law strictly is an inevitable request of respecting and protecting the constitutional principle of human rights, and also an inevitable request, which supports the dignity of law and constructs a democratic state and adequate legal system.
