On Supervision on Investigation

侦查监督作为国家法律监督机关的一项重要职能,是维护国家法制统一、实现司法公正、强化程序正义、保障人权的重要途径。相对于整个诉讼过程而言,侦查阶段关系重大,要求也最苛刻。侦查阶段存在的任何问题都会影响诉讼质量。因此,发挥侦查监督的应有作用,需要加强侦查监督的专门立法工作,改革现有司法体制,赋予检察机关更多的监督权,提高检察官的素质,建立与时俱进、科学的侦查监督运行机制。

As an important function of national legal surveillance organs, the supervision on investigation is a significant way to maintain the unification of national law system, realize the judicatory justice, enhance the procedure justice and guarantee the human rights. Investigation stage is critical in the whole lawsuit process and its requirements are very strict. Any problem in investigation stage can influence the litigation quality. Therefore, to exert the function of investigation supervision, we should improve the specialized lawmaking work on investigation supervision, reform the existing judicial system, endow the prosecutor organization more investigation powers, improve the quality of public prosecutors and establish an updated and scientific investigation supervision mechanism.
