中国西部农村基础设施供给PPP模式研究

PPP model for the supply of China's western rural infrastructure

为解决中国西部农村基础设施供给不足、效率低下等难题,对PPP模式应用于西部农村基础设施的内在逻辑、现状以及存在的问题进行理论剖析。分析认为,中国西部农村基础设施供给的PPP模式存在运用范围小、私人产权界定不清、政府职能错位等突出问题,需从建立健全PPP模式的宣传机制、规划机制、政策保障机制、风险分担机制和监管机制等方面着手加以解决。

In order to solve the dilemma of insufficient supply and low-efficient infrastructure in China＇s western rural areas, this paper analyzes the internal logic and problems of PPP model employed in the western region of rural infrastructure supply. The analysis indicates that the PPP model of China＇s western rural infrastructure are still faced with some problems in the present application, such as the small scale of PPP, the illegibility of private property rights, the dislocation of government functions and so on. The authors, in the end, suggest that the western local governments should establish and improve propagation mechanism, planning mechanism, policy protection mechanism, risk-sharing mechanism and regulatory mechanism for the PPP model so that there can be a good operating environment for the PPP model for western rural infrastructure supply.
