摘要
在我国改革开放以来的三十年内,公务员的规模变化呈阶段性"之"型变化,影响这一变动的因素是多方面的。运用计量经济的分析模型来分析影响这一变动的多种因素,可以得出财政规模和行政机构改革是其主要影响因素。要有效控制公务员规模的扩张,应从完善财政预算的约束机制、协调政府与财政之间的关系、进一步推进行政机构改革、转变政府职能等方面着手。
In the past three decades since China s reform and opening up,the dimensional change of the civil servants showed a "Z" type change.The factors that affect this change are manifold.Through analyzing various factors that affect the change with the help of econometric analytical models,we proved that main factors that affect this change can be drawn from the financial scale and administrative reforms.To effectively control the expansion scale of civil servants,fiscal budget constraint mechanism should be applied to coordinate the relationship between the government and the financial organization and further promote the reform of administrative institutions, transform government functions.
