中国周边国家自治制度评析

Analysis of Autonomous System in China's Neighboring Countries

自治作为介于国家主权和民族诉求之间的一种平衡机制,是当今世界上许多多民族国家解决民族问题的一项重要制度之一。本文首先对自治的定义、类型及缘起等作了简单的理论梳理,然后对我国周边国家的自治制度进行了综合的分析和评价,最后指出,自治制度虽然有利于协调国家主权与民族诉求之间的争议,但是从长远来看,它不能最终解决发展问题,自治制度并非处理民族问题的唯一安排,亦非最优安排。

As a kind of balance mechanism between state sovereignty and ethnic aspirations, autonomy is one of an important system solve the ethnic issues in many multi - ethnic countries in the world today. In this paper, we briefly review the definition, types and origins of autonomy, and then we give a comprehensive analysis and evaluation to autonomous systems in China＇ s neighboring countries. We put forward that, autonomous system is beneficial to the coordination of the dispute between national sovereignty and ethnic aspirations, but in the long run, it can not ultimately solve the development problems. So the autonomous systemis not the only organization dealing with ethnic issues, and it also is not the optimal arrangement.
