透过神木“免费医疗”看当前县域医改方略

See through Free Medical Care in Shenmu to Perceive the Current Medical Reform Strategy in County-level Cities

通过对陕西省神木县"免费医疗"改革的分析,提出了我国目前县域医疗制度改革应坚持"两条腿走路"的基本方略,即稳步推进基本医疗保险制度改革和加快建设基层医疗服务体系,以期对当前我国县域医疗制度改革和相关研究提供有益的启示。

Based on the analysis of the reform dilemma of free medical care in Shenmu county, Shanxi province, this paper bring forward that we should currently adhere to the principle of ＇walking on two legs＇ on county-level cities＇ reform of basic medical insurance system, that is, steadily carry out the reform of basic medical insurance system, and accelerate the development of primary medical care system. Hope this paper could offer some useful enlightenment to the reform and research works of basic medical insurance system to county-level cities.
