A Stage Model for Public Mobile Communication Emergency Response Based on Sudden Events Stage Management

文章基于突发事件分期管理原则,按照突发事件下应急通信保障的场景和特征,探讨创建了公用移动通信网应急管理预防、抢通、保通、重建的四阶段闭环、反馈一般性模型,并以公用移动网应急能力研究为例讨论了模型的应用,文章为公用移动网应急能力评价与优化、应急通信科学组织与实施提供依据。

According to the stage management principle for sudden events, and based on the scene and characteristics of emergency communication support during sudden events, this article discussed and proposed a four-stage closed loop and general feedback model, including disaster prevention, emergency response, communication guarantee and rebuilding for public mobile communication network. This article divided public mobile network emergency management process into stages, and defined the tasks and responsibilities in each stage, which provides reference for the emergency response of public mobile networks.
